[dss-developer] dss v0.8.0 cygwin port

Hi there,

In addition to the installer being available for download, all the 
necessary changes to build on Win32/Cygwin have been merged into 
dss-mainline, so those interested in building the dSS on this platform 
should be able to do so now.

The script to build the installer can be found on tools/Installer_win/ 
along with a readme file describing the process.
